Procedure Statement: 

1.    Context

The role of visiting Applied Research Chairs, Post Graduate Scholars, and Faculty is to support the vision of the Institute and to promote and develop high-quality applied research, education and scholarship activities within the Justice Institute of British Columbia (JIBC).  The Institute takes a broad view of applied research and scholarship and it is expected that those appointed under these provisions will demonstrate excellence and integrity in their work.

The JIBC encourages the recruitment of national and international visiting scholars and researchers to enhance its culture of applied research and scholarship.  The Institute, through the provision of these appointments, supports recipients to apply for major external funding as Applied Research Chairs, Post Graduate Scholars and Faculty.  The Institute may, at its discretion and depending upon availability, provide in-kind support and services to visiting researchers and scholars e.g. office space, computer, Internet IT support.

2.    The Framework for the Interpretation of the Criteria for Appointment

a.  Those appointed to Visiting Applied Research Chairs, Post Graduate Scholar and Faculty positions have a major role in helping the Institute to achieve its strategic plan. 

b.  It is not intended, therefore, that all the criteria for appointment should be regarded to be equally weighted for each candidate.  A key requirement for appointment is the contribution that the candidate will make to the Institute in pursuit of its mission and strategic plan. A further requirement of the appointments is to address and identify resources in support of direct salary, conference presentations, publication, travel costs, etc. associated with a program of research.

c.  Those appointed will demonstrate that they have achieved and shown potential for further achievement in the areas and disciplines in which their major contribution to the Institute is located.  Applied Research Chairs for example may be retired, or seconded from the Public, Private or Non-Governmental sectors and are encouraged to hold external, peer reviewed contracts and grants (e.g. peer reviewed government or Tri Council agency awards) in support of their salary and/or contractual fees. They can be full-time or term appointments.

d.  It is expected that the normal process by which persons are appointed to Applied Research Chairs, Post Graduate Scholar or visiting Faculty positions will be by external competitive advertisement.  In addition, where such a process will assist the pursuit of the Institute's mission and strategic objectives, there will, from time to time, be an internal invitational and competitive process for the award of these positions.  Visiting researchers and scholars can be designated where benefit may be felt by the Institute and through a direct contribution by the individual to teaching, mentoring, research, publications or other relevant activities of the Institute.

3.    Criteria for Conferment of Applied Research Chairs

a.  The following criteria will apply for the conferment of the title for JIBC Faculty:  Applied Research Chair.

b.  The title will be conferred on individuals who have achieved an outstanding record of scholarship, practice, and reputation at national and/or international level.

c.  The title of Visiting Applied Research Chair will be conferred on an individual who is considered to have achieved an outstanding record and reputation in at least one or more of the following areas and a record of significant achievement in at least one other:

  • as an academic leader, by making significant contributions to the development of higher education; and/or
  • as a practitioner, by making significant contributions to the development of student learning experiences, by the design for delivery of academic programmes; and/or
  • as a scholar, by making significant contributions to the furtherance of knowledge or its application to society whether by research, consultancy, publications, creative activity, professional practice or performance; and/or
  • as a teacher  or mentor in the broadest sense, by making significant contributions to the development and mentorship of new investigators, applied researchers, students and faculty.

d.  In assessing applications the Institute Selection Committee will:

  • look for positive evidence of actual and sustained achievement and future promise;
  • interpret the terms applied research, leader, practitioner, scholar, teacher, mentor broadly; and
  • use indicators of achievement appropriate to an applicant's case.  These indicators will include: record of publications, presentations, exhibitions, recognition of the quality of performance by their peers and/or their students, impact of professional activity, degree of involvement in and contributions to national/international bodies.  The appointment is intended to recognize individuals who are active scholars, with demonstrated excellence and who will commit to advancing their discipline, scholarship and creativity.

e.  In seeking conferment as a Visiting Applied Research Chair, applicants are required to present evidence of outstanding achievement.  When considering this evidence the Institute will assess the quality as well as the quantity of applicants' achievements.

f.  The term of the Visiting Applied Research Chair may vary from 1 to 5 years, and may be renewed, depending upon the availability of Institutional, JIBC Foundation, Grant or Contract funding.  Typically appointments are for a 1 to 2 year period, and are renewable subject to satisfactory review by the Selection Committee.  Chair holders may be jointly appointed to the Office of Applied Research and Graduate Studies and/or to one of the JIBC Schools.

4.    Criteria for Conferment of Visiting Post Graduate Scholars and Visiting Faculty

a.  In appropriate cases the Institute may award the title of Visiting Faculty for a period of up to, but not exceeding, five years.  The award of this title is to enable the Institute to recognize, in appropriate cases, the contribution made to their discipline by distinguished academics, researchers or practitioners who are associated with the Institute and who contribute to its education and/or applied research programs.

b.  A Visiting Faculty appointment may be awarded to a distinguished academic, applied researcher or practitioner who meets the criteria set out in paragraph 2 above, where, through the practice of his or her vocation, discipline or profession the award is an appropriate recognition of the distinction of their contribution.  Visiting Faculty, unlike Institute Research Associates (e.g. Adjunct Faculty), may receive remuneration from the Institute or may be funded by external sources e.g. Fellowships, Scholarships, Employer Salary etc.

c.  The procedure by which proposals for the conferment of the title "Visiting Post Graduate Scholars" or “Visiting Faculty” will be considered is the same as that for the conferment of the title "Visiting Applied Research Chair".  Where, however, the nomination relates to an individual who is currently employed as an appointed Professor or Researcher at another Higher Education Institution, the Selection Committee will seek specialist advice from (an) independent referee(s) for each application.  Thereafter, the Panel may consider the nomination without external membership.  In certain circumstances, Joint Research appointments between the Institute and another accredited Post-Secondary institution (in Canada or internationally) may be considered on a case by case basis.

5.    Procedures for Conferment

a.  There are two processes through which persons are appointed as Visiting Applied Research Chairs, Visiting Post Graduate Scholar or Visiting Faculty.  From time to time, and in pursuit of its mission and strategic objectives, the Institute will recruit Chairs by external advertisement and a competitive appointment process.  Secondly, and in pursuit of its mission and strategic objectives 2010 - 2015, the Institute will allow a periodic internal recruitment process for a fixed number of visiting scholars from time to time. 

b.  Where an application is made for a Visiting Applied Research Chair, applicants will be required to submit:

  • a letter/document setting out the evidence in support of the application;
  • a full curriculum vitae.  Published material should be presented in chronological order, separating books from articles and indicating whether the work was subject to external editorial peer review in either the professional or academic literature;
  • such other material as the applicant may wish to present in order to demonstrate that the application meets the criteria set out in paragraphs 2.3 and 4.1 of this procedure, as appropriate; and
  • the name of three referees, at least two of whom should be external to the Institute.

c.  A Selection Committee will be established to consider all applications.  The composition of the Panel will be:

  • Member of Executive Team with responsibility for research  (1)
  • Dean or delegate  (1)
  • Faculty of the Institute  (2)
  • External Assessors (with professional or academic title)  (2)

Other members may be identified at the invitation of the Chair of the Selection Committee.  The Dean, Office of Applied Research and Graduate Studies will Chair the Selection Committee.

d.  In the case of nominations for Visiting Faculty, nominations should be forwarded to the Chair of the Committee.  All nominations should be made in writing clearly setting out the grounds on which approval of the title is being sought, and stating the evidence in support of the nomination on those grounds.

e.  The President, JIBC will publicly announce the appointments.  New appointees will be invited to present lectures, presentations, talks at JIBC, and as well at national and international for a pending the availability of grant/contract/Institute funds.  Individuals will be invited to make an annual presentation to the JIBC community.

f.  In order to encourage and foster academic and research excellence, the Institute respects the right to freedom of expression in teaching, mentoring, scholarship, publishing, and public presentations.

g.  JIBC’s commitment to academic excellence in education and research is based upon respect and value of independent scholarship, i.e. the right to engage in critical research issues, discourse, intellectual freedom of inquiry, critical peer review, and scholarly engagement of those involved in the teaching and the promotion of life-long learning processes.
