Who Should Take this Program?

The Emergency Management Certificate is a professional-level, applied certificate appropriate for:

  • Current emergency management, public safety and first response professionals looking to upgrade their skills for career advancement or move into a emergency management role
  • College or university graduates with a general degree looking for an applied, job-ready certificate that will prepare them for a career in emergency management or public safety
  • High school graduates with some job experience looking to pursue a career in the exciting field of emergency management

What Will I Learn?

By the end of the program, you will be able to:

  • Outline the basic concepts of emergency management in Canada
  • Conduct hazard, risk, and vulnerability analyses
  • Create emergency management plans
  • Describe business continuity processes
  • Set up an Emergency Operations Centre
  • Implement comprehensive site (ICS) and site support (EOC) response strategies
    Effectively market your emergency management program to the public and/or employees

Graduates of the Emergency Management Certificate will have a solid base of knowledge and skills to pursue positions in emergency management with local authorities, provincial and federal government agencies and private organizations.

Program Format

The Emergency Management Certificate is a part-time 15-credit program, designed to be completed on a part-time basis within a three-year time period. Courses are offered through a combination of online and in-class offerings. Most courses are one to three days in length, and are offered either on week days or weekends. In-class courses are offered at our locations in New Westminster, Victoria, Prince George, Kelowna, Ottawa and Toronto. Please see our schedule for current course offerings.

We are also able to arrange courses to be delivered in your area upon request if minimum numbers are met.  Some courses are also available on a contract basis at your location. For more information, contact emergency@jibc.ca.

Program Cost

The costs for the 15-credit Emergency Management Certificate are on a course-by-course basis, and will vary based on the type of delivery method and electives chosen by each student. For individual course prices, please follow the links under “Courses” below and costs will be available for specific offerings in your area.


The Emergency Management Certificate is a part-time 15-credit program. You have up to three years to complete the required and elective course work. To receive your certificate, you must complete all courses with a grade of 70% or higher, including the final assignment which is due within three months of completion of all other course credit. You can also register for individual courses to upgrade your skills.

Application Process

Application packages are available online below, by mail or in person at the JIBC New Westminster campus. Please download the Certificate Programs Application Form [PDF,199KB}, which outlines all application requirements and directions for applying.

Students will be notified in writing of their acceptance to the Certificate Program in approximately two weeks from receipt of their application.
